No Vehicles in New Scenario

I am using Alpha 40 in DOS running on a laptop with Windows ME. TTD is run
via the DOS prompt. When I create a new scenario complete with
towns/industries and some roads and then start to build a system none of the
depots(road/rail/air or sea) show any new vehicles at all. There is no
problem with TTD included scenarios

What did you set as starting year? TTD's regular vehicles don't become
available before 1930-1940, you need new vehicle sets (like the DB Set XL
or the US Set) to play before that period.
