No video on boot

Hi all,

I just got a new system put together. It is the first without on board video so I have a question. I have a Radeon 7790 installed. I am trying to use the HDMI cable to a monitor, but I get no input on the monitor.

Do I need to use the DVI for setup (OS installation). Or is there something I should be looking for a problem? It has been quite a while since I did a fresh setup, so any comments / direction to point me in would be great.

Yes, the 6 pin connector is in.

It also appears that the USB slots are not providing power. Might I have a bad motherboard? The keyboards, nothing lights up (num lock / caps lock) If they were receiving power wouldn't those turn on?
 
First, have the case speaker plugged in so it's easier to tell what's going on.
Remove all ram and turn on. If no beeps, motherboard is faulty, change the board.
If there is beep, then try one stick of ram at a time.
Try the video card on the 2nd PCIe x16 slot.
Use another video card, if there is a spare
Test the board on the outside of the case
Check the PSU, make sure the switch is set for the correct setting, for where you live.
Before doing all of this, did you manage to select HDMI as the output on your monitor?
