No Video Output

Hi guys, so I recently decided to build my own computer. I ordered all the parts and put it all together and attempted to boot it up, problem is that I don't seem to be getting any video output from it. Also, when I try to turn off the computer with the case power button I'm not able to, I have to flip the switch on the power supply in order to get it to turn off. The specs for the build are:

GPU: Sapphire Radeon HD 7870
CPU: AMD FX-6300
MOBO: Gigabyte GA-970A-UD3P
RAM: Crucial Ballistix Sport 8GB
HDD: Seagate Barracuda 1 TB
SSD: Samsung 840 120GB
PSU: Seasonic M12II 620 BRONZE
Case: NZXT Tempest 410

If anyone knows what the problem is I would really appreciate the help.

The CPU fan is spinning as well as the two that come along with the GPU. I'm not sure I understand what you mean by "test the board outside the case", should I completely unscrew and remove the motherboard for the risers?
 
Yes, for ruling out a short.
Put the board on its cardbox and test it there with single RAM stick, graphics card, DVD drive, keyboard and mouse. Use the DVI or the VGA port.
Remove the reset and leds wires. Leave only the power switch wires connected (if long enough). If not, start the board by shorting the 2 pins where the wires get connected with a screwdriver (it's what the button does when pressed).

I can't seem to find any VGA or DVI cables, I'm using an HDMI cable but I pick up a VGA cable either today or tomorrow and see if that works. Should I do everything else you said with the HDMI cable instead, or should I just wait until I can pick up a VGA?
