So guys, first post here. Hope I've used the correct category.
I guess I should start by describing my rig:

CASE: Cooler Master Silencio 352
MB: MSI B85m-G43
CPU: Intel Core i5 4670 (non K)
PSU: Corsair Cx500m
RAM: 8gb Hyper X Fury 1600mhz (one stick is 1866mhz, the other is 1600mhz, it was a gift and my girlfriend didn't pay attention to such detail)
HD: Western Digital Scorpio Black 320gb, 7200rpm
GPU: XFX Radeon R9 270x 4Gb

Ok, so I just bought that GPU and installed it. The fans were spinning but I wasn't getting any signal from either the GPU or the onboard graphics. I then removed the GPU and the system went back to normal. So, I went into the BIOS and changed the default graphics to the Onboard, and put the GPU back on. Now, I get video from the onboard but it shows me 9C, 99 and then hangs on a A2 error. I went online and found out that the A2 error is related to storage, so I removed every SATA device from my system and tried. Without them I could go to the BIOS again (through onboard video output) but I have nothing to Boot on (i've tried a USB Stick with windows and it worked, but there's nowhere to install windows).

So right now, I'm starting to think that my new R9 270x does't like my HD or something, haha.
So guys, I'm getting lost right here, can someone help me? I'll keep trying what I can think of and looking what people might say here. Thanks!

Solution
The R9-series cards can be pretty finicky about how they're installed. If you don't follow the user's manual installation steps exactly, it can cause problems such as you're experiencing. I would remove the 270X, and get your Windows back up, then start the installation from the beginning, including disabling your onboard graphics driver before shutting it down and hooking up the card.

Edit: You can also run Display Driver Uninstaller prior to installation to make sure you don't have any old drivers interfering: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Yeah, I guess I got too anxious and didn't follow the manual, I'll take a look at it and do what you said about the old drivers. Thanks man! I'll see if it fixes it and come back here to let you know.

So, I've tried the following:
First, I took my rig apart and assembled it again (without the graphics card). I need to manage the cables a little better and thought that double check everything could find a solution. It didn't. But my rig looks much better now. Then I proceeded to uninstall the drivers from my HD 4600 (Integrated on haswell's i5). I was able to boot without problems (I noticed that the A2 error still appears, but it just goes through it) into windows and removed the driver via control panel. Then, I restarted, it was looking really crappy with the low resolution, but definitely working. Then, I went into the BIOS, changed the primary graphics to PGE instead of IGP and turned off. Installed the GPU, ran the DVI cable to the graphics card and... Got no signal. So I removed the graphics card, went into the bios, set the primary graphics back to the IGP, placed the 270x back on and plugged the monitor on the motherboard. It hangs on a A2 error and I can't get even to the BIOS. If I disconnect my hard drive, I can get to the BIOS but if I change the primary graphics to the PGE again, I get no signal from both the GPU and the MB.

The more try, the less I know how to figure this out. Maybe the GPU is broken and needs RMA? I'll test in my brothers rig tomorrow.

Until then, anyone got an idea?

It's the 3.8 already. I forgot to metion that I checked that in the previous comment. I used the MSI Update.

It doesn't seem to be a incompatibility issue. I mean, those parts were supposed to work together, at least theoretically, right?

So, I tested my brother's graphics card (an old Gt 630 from Zotac) on my MB and it worked fine. I can't test my graphics card on his computer because it's an old pre-build DELL and got no room or PSU pins to comport the R9 270x. But, I guess that removes the PCI-E slot from the list of possible causes then...

I removed my rig from the case and used the second slot to plug in the r9 270x and it's working 100%. The only problem is that I can't use the second slot with my case (It only has 4 pcie slots and my MB has a 1 slot gap between the two PCI-E 16x), it doesn't fit. But that's really odd, the GPU and the MOBO are working fine (I even checked the first slot with a older GPU and it worked, no problem). I don't know how to fix this but I'm going to keep trying.

I've read people saying that clear my mobo CMOS could fix it but I don't really know what it is and have no idea how to clear it. Do you think this can help? If so, how do I do it? Thanks in advance.

There's a CMOS jumper (kind of looks like a 3pin fan header) and a watch battery on the board - if you have the manual handy, it'll explain how, but I believe the jumper cap is on pins 1&2 and you pull it off and move it over to pins 2&3 for 10 seconds or so, and/or you can remove the watch battery for a little while, then replace it. I'll check but I won't be able to post for another hour or so.

I cleared the CMOS but it doesn't seem to have done much. I'll contact MSI to see what they have to say. The weird thing is that the old Gt 630 worked on the top PCI-E slot. I even manage to get the R9 to work on the top slot some times (when I was running on the bottom slot, shut the system down, swapped the GPU to the top slot and started again), but after dissembling to get back in the case, it didn't work anymore. Bottom slot is 100% though. I tested some games and it's running as expected.

Any ideas, let me know! Thanks a lot.

It's working! I've managed to make it work by changing a BIOS option. Under Advanced options There's a PCI Subsystem Setting PEGO - GEN X that was on auto. I changed it to Gen1 and it's working now. Don't know what it did but it's working now. The only remaining issue is that the HDMI port is not recognized by my monitor, I'm using a VGA with a DVI Adapter. I'll look into what this option does.
Thanks for the help!

So, I'm Sorry it took me so long to update this topic but I actually managed to solve the problem. I don't know if it is my Graphics Card or my Motherboard or both but I needed to change my Top PCI-E connection to Gen2 on the BIOS for it to work properly. Gen3 will not give any output (the auto option was selecting Gen3). I contacted MSI and they asked me to test it with other parts or send it to them. I can't test cause I don't have another PCI-E 3.0 GPU or a MB with a 3.0 PCI-E slot to narrow down where is the problem and I'm not willing take the the risk of giving up my PC for way over a month, hoping for a RMA, just to find out the problem was in my GPU. So I'm settling for this. I doubt there will be any bottleneck on the Gen2 with this card (or any other card out at the moment, really, I've seen some tests showing a r9 295 without any bottleneck on a PCI-E 2.0) . Thanks a lot volcanoscout for the help! Your comments kept me looking for a solution.

Hope I can Help If someone else has a problem like mine.
