Question no video signal new PC build

I have built a new PC and when power on I get no video from motherboard and video card I have uses a DVI-I and DVI-D cables. Any Ideas?

I used a ASUS mATX motherboard with a core i5 CPU and 16GB DDR4 and a Radeon video card and SSD and HDD

have no idea if your spec is compatible or not. and include brand and model of the psu

sorry the PSU is a Corsair 650W and I am not sure what you mean by compatible with what

new information I have never before seen glowing circuitry on the motherboard under the PCI slot which is definitely not LEDs

This is a computer I built not a prebuilt machine I am sorry I was not more clear
motherboard = Asus Prime B365M
CPU = Intel core i5
RAM = 16GB DDR 4 (Corsair)
Video Card = AMD Radeon
PSU = Corsair 650W
