Question No video signal output

PC specs:
GTX 980
Ryzen 3 3100
16GB Corsair Vengeance ram (2x8GB)
Asus TUF Gaming B550-plus motherboard
Be quiet! Pure power 9 500w

When i click the power butten the pc turns on and the monitor turns on on well. However there is just a black screen.

I built this pc about a month ago. The boot LED was on so i formatted the SSD on a pc of a friend of mine and tried to install windows. The light turned on but the monitor still kept turning on and off. I even flashed the bios but the same thing kept happening. I then switched the 980 for a vega 56. It turned on. I put the 980 in another pc and it still worked. I put it back in and it still didn't work. I also reinstalled the cmos battery which didn't work either.

Does anyone know what to do?

try a lower power gpu?

How would that help though? I already tried using a Vega 56 in the pc and then it powered on. Also unfortunately i don't have a low power gpu lying around. The 980 isn't broken because it worked when i put it in another pc.
