No visuals after " reboot and insert proper media" message

What happen was, everything seemed visually okay, It booted without any type of error until it says "reboot and insert proper media" message. So i put my windows cd in and pressed any key then i get no visuals for a good 5 minutes. I was hoping to get a second opinion fast about this issue.

I'm hypothesizing that it may be a graphic card issue. Unfortunately i don't have another card to test this with. The other card i have is damaged.

I have reset bios to its default settings.
I have set cd/dvd boot priority to first and hdd to second.
Double checked for lose wires.

My friend had me fix his computer after it was stored away for 3+ years and it was heavily dusty. He had replaced parts for outdated parts or parts that didn't work properly.

CPu: intel core 2 duo (salvaged)
motherboard: asrock g31m-gs r2.0 (replaced old)
storage: hitachi 500gb 2x (salvaged)
ram: generic ram by corsair 1gb 2x (salvaged)
psu: 500w evga500b (replaced old)
optical: samsung dvd/cd burner (replaced old)
gpu: 8800 gts (salvaged)
heatsink: Deep cool Alta 200 (replaced old)

He's looking to use it as a low end gaming pc.

onboard graphic card confirms graphic card is at fault. I finally manage to borrow a monitor with vga output and switched to onboard gpu and it showed display on the other hand the graphic card did not.

I plan on my friend on getting a non-ti gtx 650 or should i get something else? roughly anything under $100 would do.

If you are referring to the 8800gts(evga), i believe it's about 6+ years. Nothing was overclocked and i also loaded bios to default. I found a gtx 650 on neweggs roughly around $100 not including shipping. It's a non-ti version.
