no windows logo - black screen

Please someone help me
i been trying to delete windows.old file using CMD using these steps

then windows went into black screen , i tried to reboot and nothing
i just get msi logo then black no windows logo

its Msi Apache pro GE62 laptop

what version of windows are we talking about if its windows 10 then just do windows media creation tool on usb and install a fresh
