Just played my first game with the NO_FORT_FIRE option (weekly blitz).
At first I was dismayed when I discovered I had built a nearly useless
fort, but I came to appreciate the option later. Forts are normally
too strong, IMO, and games are a little too dominated by fort strategy.

Without forts firing, artillery and battleships come into play much
more, and they're more fun because you have to worry about things like
supply and mobility. And on defense you have to rely more on units and
planes.

Anyone agree?

SW II New Byss had no fort fire, but artillery got a +1 range bonus
from a 2% fort, and a +2 bonus for 60% forts. I thought it was a
fantastic comprimise and worked out extremely well.

Mountains (eff > 60%) gave a +1 firing range bonus as well. A survey
of players after the game indicated that players that used the range
bonus feature liked it.

Swamps (eff > 60%) gave a +1 reaction range bonus, but because of the
high mob cost of swamps ('~'), nobody used/liked this feature.

Incidentally, the high dstr/ostr/mobcost of forts and mountains (after
LOTR II) was again popular with the players.
