Noctis 450 Case Fans

Hello guys, I recently got the noctis 450 for my new pc and it is surprisingly loud, on the msi software and bios all the fan speeds register as 0 when they are running at 100%speed all the time, have I plugged in something incorrectly? Feel free to ask me questions

Are all the case fans connected to the PSU without any connection made to the motherboard? If so then that is the problem. When the fans are connected to the PSU they are supplied with a constant voltage instead of being reduced or regulated by the motherboard. Speaking of motherboard, please include your full system's specs and your motherboard in order for us to gauge if your motherboard is capable of regulating fan speeds. A lot of the budget boards available these days have 4 pin fan headers but aren't physically capable of providing PWM or voltage regulation.
