Noctua fan only running at half RPM (even at 100%)?

Bought a Noctua NF-A14 IPPC 2000 PWM fan, I've tried it on all of my fan headers (ITX so only has CPU fan - pump fan and fan header one), can't get it to go past 1020rpm just over have the RPM. I've tried MSI dragon tuning and manual edit with CAM, also looked in the BIOS but hitting a brick wall.

I've got to other fans (x2 Noiseblocker 120mm 1500rpm & another Noctua 1200rpm) also tried some other fans I had lying around, all are hitting their max rpm + or - a few RPMs.

Anyone else had this problem? Do you think I should return it?

Assuming all your fans are PWM, then it does sound like something is wrong. Good thing Noctua has a great warranty.

Thanks, apologies, should of mentioned all other fans are PWM. Seemed strange, even at half speed still a great fan, so definitely will pursue warranty and replace.
