Noctua ippc 3000 overheating

As title suggest. My 1 day old noctua fan is grtting stupid hot and was working fine day of. Ive been messing with thermal radar 2 for my z170 mark 1 mobo and it was constantly stopping and not registering my fan. It would also pick my fan up but lock it at 91% power. It wouldnt pet me reduce the fan power below that at times. The day before it was working fine. Trying to figure out if the fan was bad or if the software nuked my fan.

Forgot to add when plugged in aside from getting stupid hot. It continously tries to run but stops and doesnt that repeatedly.
