Ahh. No, those are the right screws. The fans don't come pre-threaded. Not everybody uses the stubby's, some use the 6/32 for mounting to AIO's etc, so the holes are left virgin on purpose. Pretty much every fan manufacturer does it that way. Those screws are universal, everybody uses them, but they are designed to cut/tap their own threads.

I'd suggest you grab a decent #2 Phillips screwdriver and on a flat surface thread the screws in, it'll take some pressure at first, just don't back the screw all the way out or you run the risk of cross-threading your tap. When you go to actually mount the fan, turn the screwdriver backwards slowly a little at first, you'll feel the 'click' when the threads line up.
