Noctua NH-D14 installation issue?

While installing my Noctua NH-D14 heatsink onto my i7 4770k CPU I noticed that one of the two screws tightens a lot quicker than the other.

The first screw tightens after a few turns while the second must be screwed in all the way down until the spring around it is compressed fully before it tightens.

Is this normal?
 
No that's not normal both screws should compress the spring, it sounds like one screws threads are not complete and not fully threaded, pull it and inspect it.

It would be a factory issue, so RMA the entire heat sink and get it changed out for a new one, if that slipped by final inspection then there could be other problems with the heat sink as well.
 
I just took off the heatsink and tried multiple times to reseat it.
After the third time the first screw fully tightens down.
It seems the error was on my part but I am not sure what changed to cause it to fully compress the spring this time.
It didn't really drop my temps though. They only went down by around 2-3C.
