I found that one on an online shop just now and have read many positive feedback of that.
WOW, that thing is expensive...€82?!!??
I don't know if it is better to get a cheaper CPU and then OC using that thing or
just buy a faster proc....or even a cheap water cooler?

It is very good but you can get similar performing coolers alot cheaper. see http://www.frostytech.com/top5heatsinks.cfm for a good list

It all depends on the CPU you are using. If you are getting AMD or Intel i3 or i5, then yes you can get very capable coolers for less money and still allow decent overclocking headroom. If, on the other hand, you are getting an i7 (that puts out massive amounts of heat) you need a much better cooler, like the NH-D14, Megahalems, etc...
