Noctua NH-D15, why the weird Fan mount?

The mounting bracket and getting hte heatsink onto the CPU was easy, however the fan they give to mount between the heatsikn brackets are 1)a little loose (one side is always looser) making me fear moving the case or someone hitting it during operation may cause the blades to hit something in the case. Anyone have any tips on this 2) In my case, I have an OEM video card blowing air down. One case fan intake in the front, one out in the back. Would you guys put a case fan down bottom to push air out of? I haven't used the second Noctua fan that came with the heatsink as the CPU is very low temp, but I am thinking of adding it as a second in takke in the front.

What is the ideal fan setup here for positive intake?

I think you need to pull the clip harder on both sides. Mine had the same issue until I realized the clip wasn't on right.
I think a fan at the front pushing in and then the second fan doing the same in the middle for the other side of the elements.

Pull it harder into the heatsink right? I did that, but its still not a TIGHT fit,as in the metal wire doens't move at all, the fan can move a little. I would say it is 'stable' enough, but you never know two years down the line, if I move my computer suddenly (or a cleaner/mom in my room), when I am not present, they could do damage to it
