Noctua TDP Guidlines for haswell processors inquiry

So im planning to buy a Noctua NH-L9i for my i5 4690

but in Noctua's TDP guidelines, it says that I have to disable intel turbo mode

the i5 4690's TDP is 84W and im quite confused on what will happen if I use the said cooler

It is a small cooler. I think it is only recomended for lower CPUs. Powerfull CPUs like yours wil run hot.

Yes, but little difference between the two. Maybe the 212 EVO is better cooler (maybe a little more noisy) and it is cheaper.

yeah I was considering that, but would the deep cool gamer storm gabriel be a good pick?

Yes, it is very good too, but a little more noisy. I think it will work fine.
