Which one has better heatpipe for cooling ?
I can change the fans, so I would like to know which one has a better heatpipe.
They have the same weight, thought Dark Rock is larger.

I am talking about dark rock 4, not the pro version.

If I'm doing an apples to apples or oranges to oranges, you are kind of speaking the same for both of those coolers. They are both very good.

I am assuming you are asking about which cooler is better and not the actual heatpipes manufactured in the construction of the cooling tower?

I am talking about the metal part only.
Desconsidering the fans.
My intention is to use for programming or machine learning.
I know they dont use much CPU, but I heard that i9 9900 (the non K version) can get very hot because of the 8 core.
My intention is to make a silent PC but I wanna make it cold too.
Although silence is more important to me.
I made research and I picked those two. I dont wanna heavy coolers or water coolers.
And I dont want to change the thermal paste or thermal pad very often because I dont know how to this and I dont waste money paying someone else
 
What is your intended processor?

For quiet computing, go to www.silentpcreview.com for some good info on quiet components.

No pc with any parts can be truly silent.
But, you can be very quiet.
Most processors that are not overclocked need no more than a stock cooler.
A beast like the 9900K will turbo up under load and can become quite toasty.
In a good case, one of the noctua coolers will be all but inaudible, hence my question about your prospective case.
