Noise Coming from my PC

I just built a pc last week and everything has been working great so far, no problems at all. Except when I try to play any games I get this strange little noise coming from the inside of my computer. I looked up the possibilities and I ran across the possibility of coil whine, but its not as high pitched as the coil whines I heard the videos I watched. Its more of scratchy buzzing sound. This sound goes away when I turn on VSync however. Any ideas on what this noise might be and how I could fix it?

Open your PC and start the game. Spot the source of the sound.

I think it may be the Graphics Card though. Or the CPU fan.

Alright I took off the the side panel and tried to locate the noise. Its definitely coming from my graphics card, its a Radeon R9 390. When I turn VSync off the fans flare up a bit and sound starts, and then the fans die down but the noise stays.

Weird. That's why I don't recommend getting the AMD cards to anyone. Have you tried updating drivers?

Do you think it could just be coil whine?
And yes the drivers are fully updated

It could be coil whine, but it is weird because V-sync is involved.
