Noise from PC while gaming

A month ago, a bit after cleaning the whole PC case and parts of dust, I noticed a high frequency whining/electrical noise coming from my computer when playing games. I don't know how to exactly describe it. Had this PC for about a year, and it had no problems before.

BEFORE: GTX 1070 MSI ARMOR OC and Corsair CX300 430W
It wasn't related to CPU or SSD usage. It wasn't related to fan speeds on any components either, but changed the very same instant that graphic options were changed. It actually scaled up in volume with GPU usage. There wasn't any at idle and up until around 40-50%, but there was more and more of it the higher the options and usage were after that threshold.

I wanted to upgrade the graphics anyway, the power supply was cheap and old, and the noise seemed to come from the GPU so I decided to swap it for a new card and a new power supply to support it.

BETWEEN ALL THAT: RADEON HD 6770 and Seasonic S12-II 620W
After I've got the new power supply, but before the new card arrived, I've used an old Radeon I had laying around, for a couple of days and no matter the usage, the noise was not there.

NOW: GTX 1080 EVGA SC ACX3 and Seasonic S12-II 620W
Now that I've installed the parts, the noise is still there and it is louder than before. Not exactly the same but very similar and it behaves the same way otherwise, just that the limit for it to appear is lower now, something like 10-20% of usage.

OK, SO...
I used a paper tube and tried to locate the source of the sound for a long time but I am still not exactly sure. It seems to come from the GPU but it could be the motherboard.

The fact that the ancient Radeon didn't produce this noise but Pascals produce more the higher their power consumption is leads me to believe that it's my cheap motherboard not handling power correctly, but I would like to ask you guys for an opinion first.

It's coil whine or iductor noise, most likely coming from the GPU. If it gets really bad with very high framerates say sitting at a game menu with no vsync and letting framerates hit a few thousand fps. Then that is certainly what it is. It's very common, I have never owned a GPU that didn't produce coil whine when framerates were high enough. It wont hurt anything, is just a bit annoying.
