Noise isolating AND cancelling headphones/earbuds?

can a set of headphones/earbuds be both noise cancelling and isolating. Because most product pages only says one of those.

Most noise cancelling headphones will have some isolation. Not the 30dB that hearing protection devices have but some. The Sennheiser PXC-450 are over the ear hard shell headphones. They will provide isolation as well as cancellation.
