Noise rigs make me headache

My rig is so noise

I have

Power Supply with extreme 650w (http://www.lelong.com.my/avf-power-supply-extreme-power-650w-aps650-f12b-castleit-K1338626-2007-01-Sale-I.htm)
and
e7500 with stock cpu cooler

which one make the noise? is it both?
 


then I need to change it. which coolermaster, cryorig, corsair, noctua does support lga 775?
 


The CoolerMaster Hyper TX3 EVO does support the 775 socket.
CM EVOs have proven to be one of the best budget CPU cooler picks out there. :)

Hey,
1) You can usually set a FAN PROFILE to adjust fan noise, and should no matter which cooler you get. See the motherboard support site. (use CPU-Z if not sure what motherboard model you have)

2) Make sure the CPU cooler fan is compatible.
a) 3-pin CPU fan header requires a 3-pin fan (voltage control)
b) 4-pin CPU fan header MAY work with both but is only guaranteed to work with 4-pin fans (PWM control)

3) model?
a) Cooler Master Hyper 212 EVO is one of the best budget coolers.

b) Noctua NH-U12S is roughly 2X the cost but is essentially silent most of the time (when fan setup correctly).

Other:
a) Not all case fans can be controlled through software. If they're noisy you might just replace with a 1000RPM maximum molex and attach to power supply (see pcpartpicker and use dB rating as noise guide. Most case fans are good enough to cool.

b) If careful you can STOP the fans by touching the middle to see if they're the noisy part. You can even UNPLUG the fans when the computer is off. Even the CPU fan should be fine just to turn on just to test.

Maybe unplug all and turn on computer. Not noisy? Add the CPU fan back. Noisy? Replace cooler (or setup fan control if that's not done)
 
Update:
If you have CPU fan control setup the noise will get much louder under CPU load. For example, running Prime95 or the Intel diagnostic:

I see no difference but I have an expensive CPU cooler. You should see a huge difference once the CPU stress part of the diagnostic starts.
 


Just now, I install my Hyper Tx3 Evo . WOW. Thank you so much. Really quiet. The first time I am using my computer with peaceful after 6 years using computer. What a bad of me not much information technology before 2015. I thought that noise was the most silent pc but there are more better lol .
