Question Noise when PC is started

When booting my pc it makes a noise and idk what it could be. Not enough water in. Cpu cooler? Bad fan?
Not sure if info is needed
Asus motherboard
Watercooled AMD 3.2ghz cpu
Msi geforce 1050 ti 4gb oc
16gb ram
2 hdd
Windows 7

Is this "watercooled AMD" an all-in-one cooler like an H60 or H100 ? It might just be fan noise. Many motherboards spin up fans to max at boot time before regulating them at lower RPM based on temps.
