Noiseless cooling system for AMD TR

I'm in the process of changing my system, and I'm focused on AMD TR systems. The important thing is that the whole system is as quiet as possible, taking into account that the system will be a non-gaming workstation (so I would exclude the possibility of overclocking).
I'm trying to get an idea as to whether a liquid system per processor and GPU can deliver less noise, or whether it's better to choose silent air heat sinks.
Would you have any suggestions?
By doing a quick search I found the be quiet DARK ROCK PRO TR4 which is given for 24 dB(A) at 100%, and then the Alpenföhn® Matterhorn Threadripper which even declare 18.2 dB(A).
I wonder how efficient this last heatsink is. I'm afraid that it won't be able to lower the CPU temperature enough, so as not to allow the CPU itself to run at maximum frequency.
Which of these two air-cooling systems do you think is the best (in terms of silence)? Or do you know more?

There is no way on this planet that the matterhorn is going to come close to the dark rock on cooling or noise.

I don't believe that decibel rating for a second.

What case are you thinking about for the build??

Because its going to have a huge bearing on noise, more so than the cpu cooler itself.

You are still going to need case fans at the end of the day, those (if anything) are what you'll notice noise wise more than the cpu cooler.

I am also searching a quiet case (see this post). Do you have any suggestion?


I intend to use silent aftermarket fans for the case, mounted with silent blocks or rubber suspensions (same for mechanical hard drives).

The information I can't really get is if a custom liquid cooling system for CPU+GPU, with its pump and its fans, is more or less silent than the set of all the air cooling fans.

A custom loop?? With a lot of money spent on high end fans etc??

Just about maybe.

I'd argue though that something like the fractal design r6, with its stock fans (which are insanely quiet anyway), & the dark rock Pro 4 you already listed would pretty much give you near silent computing with no messing around.

Obviously gpu noise is dependant on the actual model you purchase, but in a sound dampened case like the fractal r series most decent model gpu's will be muted to the point of near silence.

I took a look at the fractal design r6. I like the fact that it looks extremely modular. Do you know if the stock fans are mounted on damping mounts? Given what you say, I understand that the stock fans are already quiet enough. So don't you suggest I take other quieter aftermarket fans?
One of the sources of noise I've had in the past was mechanical hard drives. Do you know if the r6 has damping mounts for hard drives?

One last doubt I have concerns the weight of the heat sink. The Dark Rock Pro TR4 weighs almost 1.2 kg, and this weighs on the motherboard. Conversely, a liquid cooling system would put less stress on the motherboard.


I'm focused on the Nvidia RTX 2070 or 2080, but I still don't know exactly which brand and model. Excludes multi-GPU configurations with SLI. On the sites of some manufacturers, such as MSI or Asus, for both GPUs there are 3 or 4 models with 2 or 3 fans, but I never find indications on noise. Do you have any suggestions about this?
I also searched for aftermarket GPU heat sinks and found Accelero Twin Turbo III, which also takes up space below the board.
In your opinion, how much is it worth compared to the stock solutions (not FE) of the various manufacturers?

Finally, I have a curiosity:
On fractal design r6 is possible to mount the graphics card vertically with an accessory:

What reason? What advantages does it give? What problems should it solve?
Do you know if it would be possible to mount a GPU with Accelero Twin Turbo III in that position?
Do you know if it would be possible to mount other PCI cards (such as additional UARTs or NICs) in the positions next to the graphics card, when it is mounted vertically?
