Question Noisey Dell Optiplex Mini

Hi there,
I have a dell optiplex mini I7 6th gen,the fan gets quite loud at times,is this normal?
i have cleaned the fan and replaced the thermal paste,but it is the same.
max temp is 80c with ambient temp at 18c.
