Non Cpu heatsink

Ok so ive got a heatsink below on my mother board below my CPU cooler and heatsink and I was wondering when I point a fan at it is heats up and when I turn fan of within a few seconds it drops a few degrees Celsius I was confused for a while but then I though a heat sink disperse heat in air by pointing a fan at it im preventing the heat from escaping as its pushing all the hot air back at the heatsink am I correct with this assumption

NO .
You cannot push heat back into the heat sink . But a badly located fan might slow down the air flow over it and maybe that will cause it to be hotter

The fan is blowing air directly at the heat sink and the heastink is dispersing air towards the fan so my thinking is it blows it back at heatsink reducing efficiency or am I completely wrong?
