Non K CPU constant speed

I own an I7 6700 and I want it running at a constant 4GHz. I have sufficient cooling but I just don't like it dipping down into such low clocks. Being a non-K CPU I've found it hard to find answers relating to how I could keep the CPU at a constant speed. Is it even possible with this variant of CPU and what would I have to change to get it to stay at a constant speed? My motherboard doesn't support overclocking either btw. Thanks.
 
Solution
As said above just turn on high performance mode in the windows power options. This will force your cpu to run at its turbo clock at all times. Generally all this is going to do is cause you to consume more power and produce more heat at idle, when the cpu is put under load it should go to its turbo clock and stay there assuming temps allow even without high performance mode. Usually only people with overcloked cpu's use high performance mode as the changing voltage and clocks based on load can sometimes cause instability in overclocked cpu's.
