Question non-native gpu cause of thread exception error

For my first custom build pc, but not on the latest 12th Gen, I suspect the i5 11400F 11Gen is a cause for a thread exception and blue screen on a new LGA1200 build with a Z590. Having troubleshooted everything from HDD side, this error is Windows-only with a successful Linux Mate boot and install.. The RTX Geforce isn't named in BIOS but shows as a PCI-E. Why would Windows run or not run in this case, a generic driver for the external GPU? More to the point how come windows can't run, and no safemode at all when Linux can? Applies to Win 10 & 11.
