Non-Overclocked build GPU sitting at a constant core/memory of 405MHz

My MSI Lightning GTX 980ti just sits at 405 MHz, and I'm trying to figure out why

I have all the correct drivers installed.

OS: Win10 Pro 64bit
CPU: i7 5930k
MOBO: MSI x99a Godlike Gaming
GPU: MSI GTX 980ti Lightning
RAM: 16GB Ripjaws V DDR4 2400
LC: EKWB 360X Kit
PSU: EVGA SuperNova 850 G2
SSD: Samsung Evo 850 500gb
HDD: Seagate 4TB Internal

What are you using to check the speed? Is performance terrible?

CPU-Z, and my performance is pretty good.

Use GPU-z. And it should be at the desktop. It's only going to ramp up when you are in a game
