Non-Vsync DX11 framerate cap?

Pretty much what the title says, I can't find any 3rd party utility that caps framerate on DX11 apps for the life of me.
Found so many of these for DX9, though. I would "just use Vsync", but I guess I've become one of these elitists who can't stand the input lag.

About existing alternatives:
- (as of 2015 December 2nd) SoftTH does announce it has support for DX11, but the version available for download doesn't.
- The ToMMTi-Systems SSAA-Tool driver bluescreens my system (Windows 10 Pro x64) so it's also a no-go.
- MSI afterburner has a framerate cap function, but only while recording video (unless I'm missing something).
- GeDoSaTo looks GREAT, but for DX9.

Very likely there are more I've tested and forgot about. Help will be much appreciated :)

Rivatuner comes with MSI Afterburner, it's icon is "a little monitor with the number 60 in it" on your task bar.
You can have it cap it globally or add an individual .exe file for it to look for if you just want it to cap on certain games.

Oh! Sorry I got back to this thread so late. I've tried both the framerate control on the AMD Radeon settings, but apparently that only works if the game's set to fullscreen (and not windowed borderless, for example). I alt-tab a lot, plus performance in many games is better on windowed, so I'd rather play that way.
About Riva Tuner, we're talking about Riva Tuner 2.24c MSI Master Overclocking Arena 2009 Long Name edition? I couldn't find a newer (or less comically-named) version of it, neither I could find how to cap framerate with it. I'll admit I didn't look into each and every corner of its settings, but from I could gather, most settings were oriented directly towards hardware configuration and monitoring, rather than directx.

Hey, thanks! Unfortunately I've got some technical issues going on and my system isn't in conditions to test if it works (on Directx11, specifically), but I'll still pick your post as the solution just because of how neat and proper download link-including it is.
