Question Noot booting. When I click power button on everything starts for a second and then turns off and pc doesn't turn on or boot

When I switch on pc everything starts and stops within a second the fans and leds and it has happened before also and last time time I tried to reset Bios then pc turned on remained on but didn't boot and no display came so I send it it to service center they said bios was corrupted and repaired and send me back after receiving and using for two days it started happening again (once blinking and nothing after that) so I just swapped ram stick in different socket and it started working fine now today it started again but ram swapping didn't worked so I removed cmos battery and replaced with new but didn't kept it without battery for long I did it quickly so not sure if bios reset or not but still same thing happening once blinking when I click on power button then nothing. Can anyone help?

Ryzen 3500 cpu
Rx580 nitro + gpu
8gb 2400mhz *2
Corsair Vs550 psu
I believe psu is fine because it happened before too and the problem was in motherboard.
Do you know any way I can repair it at home if bios is corrupted?
