can i use my personal internet connection outside my network with nordvpn meshnet? Basically what I want to is remain connected to my own personal network even outside of it without using my cell phone provide data plan. I heard that was possible, want to know how if possible.

What IS providing your local network if not your cell phone? Public WIFI ?
If you think of your hone network as Chicago and your cell phone as New York, you still have to have some network between them. There are two possiblities, for a phone -- cellular or WIFI. If you don't have WIFI your phone uses cellular. That link back to "Chicago" still uses data on your cellular plan.
