Question Normal for AMD cards to run at a high percentage?

I am not a heavy gamer. I go through stages of certain games I play with my son online from time to time. I recently purchased a second hand RX 6700 XT which is much better than my 1070. This is my first AMD card in many years. One of the games I have been tinkering with is OUTBRK, a tornado chaser game. System requirements posted below. My GPU runs at 99-100% and my cpu runs at 20-30 ish. I have dropped the graphics to half the settings and the GPU still runs at the same usage. Outside of the game, its fine. Now, given the game requirements below, should my card utilize 99-100% of its capability to run the game on half the resolution or is there a reason or setting in the AMD software which makes this the norm? It seems to benchmark in the norm and I haven't seen any other issues with it outside of this game? This card gets loud at 100%. Temperature is stable. No freezes or drops in frames that lead me to believe the card is faulty. Dropping the resolution does increase my CPU usage like its supposed to, but this game isnt that crazy where the 6700 should be bottlenecked by my other mediocre hardware, right?
