Normal user change system time?

how do i give a normal user the right to change system time?

You must be a system administrator to change the windows time due to this affects the ablility to use key features such as windows updates and a lot of programs that rely on actual system time. Normal Users are automaticly denyed privilages in editing the time so you will have to login to the administrator account if you wish to change this in the future.
