Not 80 plus psu

Hello. I saw this psu - http://www.apevia.com/ProductsInfo.asp?KEY=ATX-BT650W - costing 45$ and i don't know if its a good psu. I saw this one too - https://www.amazon.com/Apevia-Java-ATX-Power-Supply/dp/B004J0WQ2M/ref=sr_1_2?s=pc&ie=UTF8&qid=1477236879&sr=1-2&keywords=apevia&refinements=p_n_shipping_option-bin%3A3242350011%2Cp_n_feature_keywords_two_browse-bin%3A6906985011 - and i don't know if it is also good. I pretend to build a 550w build but don't spend a lot on a psu. Please, don't tell me about psus in newegg. I need it to ship to portugal and be this cheap. About the first pus i don't have information because it has only 1 costumer review on amazon and the other has some giving 5 stars and some 1 star. Thank you.

Oh, he meant EVGA. Yeah, if your build doesn't do high-load situations, it is an OK PSU (tier 3)

Future 500gb ssd
4 fans
future disk drive
future wireless card

And i think i stay with vega 600b - 50$
I just want to spend 550 euros so...

Thanks a lot. I need to spend the minimum as possible. My first choice was evga 500w but i found r9 380x cheaper than r9 380. Now the pc spends more energy and 500w will not work. The first time i made the counts i did not added future upgrades so i needed 460w. I want to add stuff to the pc but avoid to switch. I will only switch the cooler and in the future switch to an i7(in that time it will be an i9).

Same with the RMx series of Corsair PSUs. Maybe even tier 1.

How do i know a psu tier(not 80 plus rating)? Is there some table?
