Not A Single Port Open.

So I've just started dabbling in port forwarding and one of the first steps is to get acquire an open port (i believe?). I've been following guides from these sites:-

http://www.techsupportalert.com/optimizing-deluge-speed
http://portforward.com

Don't even know if I'm doing it right, but basically when i tried the open port test, none of the ports seem to work. I've been testing ports one by one, adding 1 to the the last digit of the ports (41000, 41001, 41002) and not a single one registers as open in tests.

I believe I am out of my depth here, please can someone help?

Its hard to tell without knowing more about your situation, however, generally port forwarding is one step of a few in making ports accessible. Generally you will need to make exceptions in your firewall as well.

If you have norton internet security, or mcafee or some other security product you will generally need to make exceptions for that program to allow traffic from the outside.

As a brief test you can try disabling your firewall entirely and see if that allows the ports to test open, if it works then you will at least have a starting point.

As far as I know I don't have any firewall software installed (mcafee or the like) but I'm running ESET NOD32 antivirus currently, and it does come with web access protection.

So I did another ports test, with both antivirus and Windows firewall turned off, and still no ports are open. I did the tests on http://www.canyouseeme.org with the result,

"Error: I could not see your service on 1.9.107.177 on port (52804)
Reason: Connection timed out"

Also i ran the test on the torrent client 'Deluge' as well, with similar results.

Side note though,the primary reason I'm trying to port forward is because my torrent client seems to be DLing at a slow, slow rate (4.0kb/s???!?!??) so I suspect that my ISP is throttling my bandwidth.
