Not able to enter password on startup, windows 10

I was downloading a blizzard update, the update stopped all of the sudden and said "initializing". I searched the web for troubleshooting and I found a blizzard employee saying that I should run my pc in "selective startup". I clicked "Click Disable all." as it said.

When I restated my pc however I couldn't enter my password. I have tried using shift+restart but that didn't work I have also tried clicking the power button, forcing it to shut down and automatically go into troubleshooting but that haven't worked either

Solution
disabling all also removes windows services PC needs to start up

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - handy boot disk

See if we can get into safe mode this way:
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

if you get into safe mode, right click start
choose run...
type msconfig and set startup to normal. restart PC

If startup options menu isn't there, try a system restore instead
choose date from list
pc restarts and rolls...
