Not able to format my D drive completely

I am facing with an issue.I have been trying to format the D: drive completely but whenever I do that , it shows the dialog box saying "Windows cannot format this drive.Quit any disk utilities or other programs that are using this drive and make sure that no window is displaying the contents of the drive .."
Please suggest what should I do to ensure the above steps successfully

I'd suggest you to try using a third-party formatting tool that will help you with this. The first place you should check for such a utility is your HDD manufacturer's website. There should be a quick formatting tool or a diagnostics tool that has the feature to WRITE ZEROS (a.k.a. fully erase your drive).

If you've recently upgraded your OS drive, did you unplug the D: drive while re-installing Windows? Either way, check Disk Management and make sure you don't have any system partitions on that drive, otherwise you might be facing boot issues after the formatting.
