Question Not able to visit a particular site, could my IP address be blocked ?

I regularly visited a local shopping site to see if there is any deal but since a few days ago, I have not been able to visit the site, I have tried all different browsers, WiFi and mobile data. It returns nothing but a full white screen.

I have contacted the web administrator but they said everything is working just fine at their side and they don't see any problems. I am able to visit all other sites normally without problems.

I have also tried to reset the setting of my browsers but it doesn't work too.

Could I be just banned by their site e.g. my IP is banned ?

But I have never done anything strange to their site. I just visited it once or twice every few days to see if there is any deal like a normal visitor.
 
Have you cleared your browser history/cookies and then tried accessing the site?

Yes. I have tried cleaning up the cookies but it doesn't work. My friend said I could have initiated their firewall because I visited too frequently. (In fact, I may only visit it a few times a day when I am taking a break, without VPN) However, it is a small site, is it common for a small site to practise this trick to improve their overall experience for other customers? i.e. adding limitations to someone who visits too often.
 
This seems rather uncommon. You mentioned using both WiFi and mobile access earlier, those would be different IP addresses so something else is causing this.

Are you using any ad blockers or browser extensions/add-ons?

Yes, I used adblocks but it still does not work after I disabled it. I have tried to use free VPN but it doesn't work, the only time it worked was when I used a different browser (newly installed) in my mobile apps and I used cellular network, but after a few hours the problem happened again.

Especially if employees start abusing the priviledge and shop/visit outside of lunch and other allowed break times.

No. It's my own PC. I did not access the site from work.
 
Make and model router (or modem/router if combined)?

The router's logs (if available and enabled) may reveal some clue.

Who has full admin rights to the router? You will need help from that person.

Another thought: are you certain that the local shopping site and/or its' website is still in business? What about the website host?

Do some online searches using any applicable business names or other known information.

Failing that, try pinging the business website.

The problem may not be on your end.

Make phone calls to any relevant telephone numbers. Find someone who can answer questions.
 
Just out of curiosity, I wonder if you open the website in Wayback Machine, on a day you were sure it worked.
Try to right-click anywhere in the browser window, where the web site "should be" and choose "Inspect" or "View Source" or anything like that. If you can find the keywords such as "<div>" and "<script>" the website... should be working. Probably.
Next, you can try to ping the website, and if it's successful, try to type in the website's IP into the browser's address bar. Also, you can trace the route to the website. For both ping and trace route, open command prompt and type next:
ping (website name without parentheses or the "https://www." part. In case with tomshardware.com it would be like this: ping tomshardware.com)
tracert (same as above)
Note that these 2 commands are different, and upon typing them, you need to press "Enter". If both give you positive result, that means there may be a problem on their end. It is possible they have a cached version on their computer, and it loads fine for some reason.
Also, you can ask your friends to open that website on their computers.
 
You can check the information in the hosts file located along the path C:\Windows\System\32drivers\etc.
Try to access the site by ip-address, not by the site name.
Clear DNS cache. Using the command line: ipconfig /flushdns
