[SOLVED] Not all ram is usable

I have Windows 7 Ultimate 32 bit version, I have 2 gb ram but only 1.73 is usable:

I enabled "No paging file" in "Virtual Memory" but that didn't fix the problem, I tried enabling "Maximum memory" in msconfig, I updated and went to bios but there isn't any setting that looks like it can fix this problem.
Any help would be appreciated!

That's normal - your PC's operating system and background tasks will use some RAM, you can't fully maximise the amount of RAM available because of that.
