Not being able to stop processes

I'm not one to listen to spotify all the time, bet when I do listen I enjoy it. Because I don't use it alot, it goes into some sort of sleep mode until I resize the window. But, sometimes, spotify crashes when I do this, and I can't reopen it because a single process of it is still running. https://gyazo.com/14cf5bb7bae622ab4c06435ab1d862a2
When I try closing it, my access is denied, even though I am an administrator on my pc. Is there a way to bypass trusted installer and be able to close programs I don't have the permission to?

You could try using the ProcessHacker over at http://processhacker.sourceforge.net/ , which allows you to end processes even without permissions! This is what I used to end the csrss.exe process which is blocked from ending in Windows 8
