[SOLVED] Not booting

So I have a PC which died almost a year ago (stopped booting, fans come on but nobody home). Assumed mobo problem.

Have now rebuilt entire PC with new mobo, cpu, ram, ssd. Only remaining parts are psu, gpu and case.

Won't boot. The fans all start (incl cpu fan) but sound slow and there is no display. No beep From POST.

Unplugging Ram results in beeps from Post.

The psu has been in use in another pc (which included the Gpu) and has not been at all problematic. I can't understand what is stopping the boot. Any ideas?

Intel i7-9700k
ASRock B365 Pro4
2x 8GB integral DDR4 SDRAM
Nvidia GTX 960
Samsung 1tb SSD
550W PSU

Re. The PSU. I managed to find an Atx Switching Power Supply 500CB that I had lying around and plugging that into the mobo has the same results.

Given that the only thing that hasn't been swapped out is the case, I am really struggling to work this out.
