Not Doing the POST out of the case

I am building a new system and when I did the test boot out of the system, the processor fan started and it would be on for 2 seconds and off for 5 second and this cycle repeats. I only have the memory and processor installed and i have tried connecting a monitor using a VGA and HDMI cable. nothing appears on the screen . the system specs are;
MSi Z77A-G45 ATX mobo.
Patriot Viper 3 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model PV38G160C9KRD
intel i7 3770 LGA 1155 processor. with the stock processor fan.

the power supply fan also turns on and it stays on all the time. the mother board doesn't have a power switch so I shorted the power switch connectors.

I know that the PSU doesn't switch off, but it helps to know what it is. It still may be the problem, if not the motherboard.
