I have a i3 8100 and an m.2 sata drive (the sandisk x400 128gb) and I want to get a graphics card and I don't know if my drive will take any PCIe lanes since my CPU only has 16 lanes to use
I could really use the help

Solution
Your motherboard manual will tell you how PCIe lanes are allocated.

You will have enough, your motherboard will probably allocate 8 for the GPU socket and up to 4 for the m.2 and then use the other 4 for other functions.
