Not enough power for gpu?

Hey I just purchased a Asus r7 260x gpu. Plugged her in got it all set up, turned on the pc, and everything looked okay however the screen keyboard and mouse did not turn on.

My friend said I would need to plug a cord from the psu into the gpu (pci - e)? However my 4 year old 300 watt power supply does not have such a cord.

So I am curious is the only part I need to get my new gpu up and running is a new power supply and the correct cord to plug into my gpu?
