Not enought fps in Rust

So i recently bought a new rig and when i play rust i get arround 60-70 fps at low settings with stuttering sometimes (very rare issue), my specs:
CPU - Intel Core I5 6500 3.2Ghz
GPU - Sapphire R9 270x 2GB
MOBO - H110M-DS2H
RAM - 2x4GB Ram ddr4 2133Mhz
Storage - 1TB + 8GB SSD Hybrid
So my question is, is it from the GPU or due to the low RAM and if Upgrade my Ram to 12 gb will the game run smoothly.

First of all it's not from your RAM, I have a single channel 8GB and it's running at solid 80+ FPS on Ultra,

- Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz

GPU
- NVIDIA GeForce GTX 1060 6GB

RAM
- Single Channel 8 GB @ 2133 MHz

Operating system
- Microsoft Windows 10 Pro 64-bit

Motherboard
- Gigabyte Technology Co., Ltd. H110M-S2-CF (U3E1)

So I can assure you that it's from your GPU and for stuttering I'd advise you to get an SSD and put your game there.

So i will be looking for better gpu, but they are not cheap in my country
