Question Not getting 240 FPS after reinstalling OS

Today I bought my PC and it was setup by dealer on cracked version of OS, so I decided to do clean installation. During installation I did not make any changes to hardware or unplugged any cables. I installed GPU drivers but not getting more than 60FPS. Before reinstallation I was getting 240fps on UFO test and on shadertoy.

Only one issue I came across was that MSI driver installation had popped up, I installed drivers from it but after installing 60% of drivers it was stuck. I am not sure if I need to do any extra step or the MSI driver getting stuck has caused this issue. Let me know if I need to provide any additional info. How can I relaunch this MSI installation wizard and what do I need to do to get 240 FPS.

Overdrive mode is set to Smart OD. AMD FreeSync Premium is enabled but in status bar it is shown as off. In status bar Refresh Rate is 60hz. Monitor is plugged with display port and before reinstallation I was getting 240 fps.

I wouldn't use a third party app to install drivers(or updates). Use DDU to remove your GPU drivers(intel, AMD and Nvidia) in Safe Mode, then manually reinstall with the latest driver sourced from Nvidia's support site, in an elevated command.

Speaking of Windows, are you installing Windows 10 or 11? BIOS version for your motherboard?

I installed drivers from the nvidia site. MSI wizard launched on its own, similarly razer synapse got auto installed when I plugged in my keyboard. So I don't think I have installed any drivers from third party.

I am on windows 10. Bios version is 1.90

Update: I just installed steam and tried few games, in game I am getting 240 fps and on monitor info panel it shows that freesync is on and refresh rate is 240hz.

Now the only problem is I can't do ufo test like I was able to do before reinstalling the OS and browser is locked at 60fps so I will need to fix this issue because sometimes I need to test my work at high refresh rate.
