Question Not Getting 90-100% GPU Usage in Minecraft with Shaders

So I just bought this new gaming laptop with an RTX 2070 max-p, i7 8750h, 2x8 2666mhz ram, 500 gb nvme SSD. My friend has a desktop with the same ram and drive, but has 1050ti and i7 8700. He gets 98% GPU usage with sildurs shader on medium settings, and I get 45 % usage with the same shaders and fps! I know my PC has more potential than this. Please help! (I used Msi afterburner for this)

It does make sense. Supposing you both have the same settings and everything it should be less work graphically for you than your friend's.

Exactly! So why can't my GPU use the rest of it's resources and get more fps??

Because fps is a balance between various components and not just the graphics card. What you claim for the same fps suggests that the CPU is doing all it has been requested to do by the game.
