Question Not getting the expected Performance!!!

I recently built a pc with a threadripper 2950x , rtx 2080, 32gigs of dual channel ram ( 3000mhz). I saw on YouTube that people are getting much more fps in gaming than I am. Like i just saw a benchmark of rainbow six siege at 1080p ultra and the Average framerates are 300-330fps. But i only get 100-120 average fps. Similar in all other games. What could be the issue here?

latest bios/chipset driver?
ram running at 3000mhz?
cpu/gpu temp and usage during the game?
make and model of the psu?
Yes i updated the bios. And i set the ram from auto to 3000mhz. Gpu usage is 100% during game and cpu usage is between 40-60%. Cpu temperatures are
Maxx - 68°c
Minn - 59°c ( while gaming)
Normal temperature is - 30-40°c
Model of psu is - Corsair rm1000x fully modular 80+ gold rated psu

and the gpu temp?
sound like issue with the gpu. does it run better on less detail?
Thats the worst part. The fps don't change. I mean the fps remain same. No matter what settings i choose. Low or ultra. Or in battlefield 5 rtx on or off. No matter what settings the fps is same. And the temperatures are in 70°-80°
There is something really wrong.
Also in family benchmarks the gpu and cpu scores are great. Without any issues.
 
Were not many Threadripper owners choosing to play in some sort of game more (effectively half the cores disabled?), and/or disabling SMT to elevate framerates?

(WHat are the highest clock speeds noted in HWMomitor after a 5 minute test sample of gaming? Just checking XFR/Turbo operation)

I haven't noticed clock speeds. Buy will check and tell Tommorow

Are you using Afterburner or any graphical settings software? If so, what? The GPU temps are too warm. As mdd1963 said, download and use HWmonitor to report more detail. https://www.cpuid.com/softwares/hwmonitor.html

I am not using any overclocking software.
I used hardware monitor.
Here are the numbers -
## FOR GPU ##

Temperature - 75-80°c
Voltage - 0.9 - 1.006
Fans are running at 2034 rpm
Game is using 100% of the gpu.
Clocks are -
Graphics -1815mhz
MEMORY - 7000mhz
Video - 1680mhz

## FOR CPU ##

Voltages -

AVCC - 3.344v
+3.3v - 3.328v
DRAM CH_C/D - 1.376V
CPU VCORE - 1.368V

TEMPERATURE - 59-68( WHILE GAMING)
38-45° at idle
Mostly all the cores are running at 1.3v
Overall CPU usage in rainbow six siege is 30-50%
core clocks are - roughly between 3900Mhz - 4000mhz


something's really wrong i can't figure out what please help

UPDATE
I just ran the time spy benchmark test.
And got a score of 9534
From which the gpu score is 10752
The problem here seems to be with cpu scores. I only got a score of 5807. Which is quite low for this cpu. What could be causing this?.
Please not that I am running this cpu on stock settings. No overclocks i mean

Make sure this CPU is not in game mode (it doesn't need it) and that you have set its cooler on properly. Also reset your bios settings to default and then set RAM frequency through A-XMP (not manually). Finally make sure it is not in NUMA mode.
I tried it. It changed the score a little. Now cpu score is 6186. But still not enough.

That may be your problem, then - ThreadRipper is a quad channel CPU, and the way it is set each of the chiplet handles two each. Right now, you may have one chiplet that needs to access the RAM through the other chiplet, castrating performance.
Get another identical RAM set and plug it in - performance should go up radically.
