Not getting the fps i should be getting

I have an gtx 1060 gpu, an fx 8370 cpu, 16 gigabytes of ram (1600 ddr3), and a 990 fxa mb. I mainly play CS: GO with 55-65 fps, when i should be getting 250. I know this because my friends play with higher fps and worse computers. All drivers are up to date and no overheating problems. Does anyone have ideas?
 
Any chance your V-Sync is turned on (in Nvidia and/or in-game)? This caps the FPS to such ~60 frames on a 60Hz monitor. But, no point in going over 60fps if indeed your monitor can only display 60 due to the refresh rate.

I have disabled the dvr xbox app awhile back and nothing changed, i have vsync off and i get 100 fps on main menu screen but in game is when it is only 55-60. Have any other solution?

I've disabled game bar and nothing changed, I started messing with things I saw in tutorials and my pc is running really slow and it didn't help, my CPU is using 100% of it and at 4.00 ghz.. Erlier I was able to change it from 1 core to 8 but I decided to change it back and changed some things and now I can't change it back to 8. Anything you can do?
